Is there a possibility to apply for work permit outside of the Philippines (live-in caregiver)? My friend has a LMO and CAQ but wants to apply for visa and work permit outside of the country to avoid the long waiting times. is it possible to apply from taiwan for example, if she goes to visit there? do you actually have to be in the country where you apply?

To apply through a different country, your friend must enter the country on a visa that allows her to stay there for at least one full year (e.g. student visa or work visa). Visitor visas almost always allow a much shorter stay than a year - and for this reason it's extremely unlikely that she would be able to apply through Taiwan if she just goes there as a visitor.

So the short answer is no - what you have asked is not possible.
