Do you mean and and probably think that I should try to send a bundle consisting the followings:
1- the required docs
2- a cover letter (as you mentioned and probably stating that I am not gonna reside in Quebec)
3- a copy of my job offer (from Quebec)
would lead me to the chance of getting the required score or I should try something else??
As I know; if I am going to get CSQ from Quebec, it's needed to apply for Quebec! and doing so, what will happen to my current application??!!!
Please give me some exact practical advice! I am fully confused and lost!!
please if you know the way, give me the step by step instructions; If I apply for Quebec with new application request and new payment to gain the CSQ, how can I resume my federal application??!!

1. There is a very very slight chance if you inform the Visa office that the points don't reflect your ability to settle in Canada and outline why (skills, contacts etc.) that your application won't be refused.
2. The Quebec job offer will not enhance your application as you don't have a CSQ.
3. So if you are refused, you can start again by applying to Quebec, if you intend to live there. I assume you speak french. If you don't you will have difficulty getting a CSQ. You Federal application is over, if it is refused. You start from the beginning with Quebec. Read:
