Applied for ANIP in Nov, 2009, still not news (Jan 29, 2012)

I applied for ANIP (Alberta) in Nov 2009 from USA (still working in USA on H!B). Recieved file no after about a year back in email which stated that to wait for the next directions. But i still have not recieved any update. If i call their no i get a recording to wait only. On there web site it was showing that it should take two years which are already past in Nov 2009. Dont know what to do, where i am and how to contact them. Any sugesstions will be appericiated.

rec let 11 nov (request Med+PP+RPRF)
med don 19 nov
Send PP+RPRF 21 nov and rec 22 nov
RPRF encase as bank 8 dec
address disapp 18th dec
address appear 6th jan 2012
RPRF receipt rec 16 jan
again address disapp 27 jan

so pl guide me what is next and what is time limit for pp back after rprf receipt rec.
