Sorry for responding to this post late

BUT

My FBI PCC was over a year old when they started processing my case and they told me to submit a new FBI letter. So I'm not sure how they look at time sensitive documents during the processing.



How old was your FBI exactly when you submitted the application to the CIO ?

Anyway, regardless the answer of the question, I think you are still residing in the USA !

For the police clearance certificates, because they are related to the security background checks, Sometimes "not always", if an applicant is still a resident of the country which he applied from and he has already submitted police clearance from that country in the early stage of his application, the visa office maintain the right to ask for an updated police clearance from that country if they have any doubts that the applicant who is still residing in that country might have done anything against the public security recently and this issue does not show in his old police clearance.

However, that is not the case for the IELTS at all because it is not related to any security checks unless they have doubts about the Ielts results as well and want the applicant to retake it in a very rare cases.

Lets see:

I got my first FBI "No Arrest Record" from the FBI on October 28th 2008 and I sent my whole application to Buffalo on November 14th 2008.

I received a request for additional documentation on November 10th 2008. This included an FBI "No Arrest Record" to be sent again.

So my original FBI document was 1 year and 12 days old to be precise.
But I agree with you. While they may ask for updated PCC's, I doubt if they would ask for updated standardized test scores.

Actually it is not my personal opinion, it is their instructions that might be done in a very rare cases :


"If the officer is not satisfied, but there is insufficient evidence to establish fraud or malfeasance in the testing procedures for the case in question and to substantiate a refusal for misrepresentation,

inform the applicant of their concerns and, in coordination with the testing agency, provide an opportunity to take a second test at testing agency's expense and with visa office supervision."

I personally feel that asking for documentation is very random too. I know of a couple of cases personally wherein the clearance certificates were more than a year old from the date of receipt of application and yet they were processed without any fuss. There is no logic to what is happening in Buffalo right now.

You will also come across applicants who filed after you and are getting their medical requests. At least I have come across two such individuals (they both have employment in Canada). Sweet ole Buffalo.

They received his full application at Buffalo visa office on June 2009 and started processing it on Feb 2010:

This is another good example of how "random" Buffalo is acting. This guy is based outta U.S., has applied in June 2009 (no employment in Canada). There are so many of us who applied in late 2008 or early 2009 and have yet to receive a word from Buffalo. Wohoo! Strange are thy ways, Buffalo.

First of all, congratulations for the progress in your application and good luck with the rest of the process.


If you are able to get the FBI clearance before you submit your full application to Buffalo, it would be better just to make the application fully complete when they receive it. However, for the short run it has nothing to do negatively with the process of your application if you decide to submit it later whenever you get it.

If you decide to send it later once you receive it, just write an explanation letter and attach it to your full application with any proof that you applied for it and waiting for the results (if applicable).

Try sending it with the application. It wouldn't take ya more than 4-5 weeks to get the certificate. Better safe than sorry.

No MarkCan, It's taking 14-17 weeks to get the certificate currently. FBI's own website says processing time to be 13 weeks, which is just the processing time and doesn't include mailing times and other internal formalities. but I am wondering that if I send my documents without FBI now and FBI afterwards would it be processed faster than waiting for 3 months till i get FBI and send the docs afterwards.
So, the conclusion is I will save 3 month waiting period and once I will get FBI than I will send it.
