Another News Flash:
The first 2009 BUffalo applicant seems to have got his PPR!

Apparently his brother had a Canadian passport.
Now I do not know if this confirms my hunch that Buffalo is preferring applicants with relatives in Canada or not.
My surface reading ( based on  my reading of information and comments in trackitt cases) seems to indicate that this is a trend, but I am certainly amenable to other opinions.
What is only clear this far is - the file clearances have gained momentum at Buffalo  Cheesy

Well, let us hope it is the beginning of something good. I think they are disposing off cases that have either employment in Canada or have been nominated by provinces. However, having said that, I am hopeful that this "movement" will trickle down to everyone and not just certain category applicants. Your optimism rocks.

There is an update from another thread "FBI Clearance in US" from an applicant "venkanat". I am pasting the post here:
Sydney recieved application on March 5th 2009 and by March 17th 2009 they accepted and transfered to Buffalo. From there onwards almost 10 months buffalo kept the application and then buffalo consulate transfered my application to NY on Jan 27th 2010. And Feb 4th 2010, they reviewed the application and started processing on the same date. And then Feb 9th 2010, they asked for additional docs along with PCC, RPRF and stated that, they are going to send medicals, if i submit those.

I am seeing a lot of cases that have been transferred to other visa offices in the United States getting disposed off faster than those in Buffalo. So, if you are one of those applicants whose file has been transferred to NYC, Seattle, Detroit, LA etc, guess you may see faster movement of your application than those applicants whose case will be decided by Buffalo consulate. MarkCan, Any idea that what basis is being used to transfer the cases? Is it based on if you are located in a city which is in the satellite consulate location OR some other criteria OR just plain random?

Do any of you recommend sending the application to Buffalo without the PCC and FBI? It is taking a long time. I recalling reading some of the posts where they say that they have included a letter explaining the long lead time and that it will be sent to Buffalo as soon as they receive it.

What will be the implication / risk in doing such way?

There is no risk at all of doing that.

If the application is incomplete or missing any documents, it will be returned back to the applicant with an explanation letter to resend the application with the missing documents. (there are some exceptions in that regard such as missing police clearance documents) in that case, they accept the application, issue the file number, and ask for those missing police clearance documents in a later stage after they start processing the application.

Congrats Pasi!!!!!, one step more. I'm just waiting for mine as your app got almost 2 weeks before mine, I think my AOR will come in a couple of weeks more.....hopefully.

The most useful indicator for us "Buffalo applicants" is the time taken to start processing an application from the date of receipt in Buffalo which is typically 12 months from the date of receipt for almost all applicants.

His case is an additional Buffalo case proves that they take one year at this visa office to start processing the application.

After they start the processing, there will be no standard indicator for us to use it as a measure because once an application is in process, the time taken to finalize it will differ from applicant to the other because in this point, it depends on the case itself how complicated it is (background, security, lack of documents, IELTS......and so on). Therefore, some people might get their visas within 2 or 3 months after the processing starts, and others might wait longer and longer...
