I think, they are still processing june 2010 applicants, somebody from that month just received his AOR, his application was received i think june 21, 2010.
The guy who received the AOR applied in 21st June. If they are processing the applications chronologically (which I'm not sure about), it means that they still have 4 days of applications from the old system. After that, they'll start the new system applications, and probably mine is among the first few. I also checked their tracking file and found that, in average, 4 AORs are being sent daily to people in the list. There are about 40 applicants who haven't received the AOR yet, which means that they need another 2 weeks to finish them.

Wayne, the link to the page below supports your view that "complete applications" go through (an initial) eligibility as well. However, if I understand it correctly (these are very confusing manuals), it looks like a final eligibility determination also takes place later, maybe a more stringent one, before they inform the applicant i.e. AOR. Below are segments: " FSW applications received at the CIO on or after June 26, 2010The second set of MIs applies to cases received at the CIO on or after June 26, 2010. The CIO will assess complete applications received on or after June 26, 2010, against the MIs to determine whether applicants are eligible for processing. Those determined to be eligible will be placed into processing. Applications that receive a negative determination of eligibility will not be processed and will receive a full refund." Furthermore: Final eligibility determination at the CIO
"The CIO will assess the applicant's submission as-is and make a final determination of eligibility. To be eligible for processing, the applicant must meet all the criteria described in the MIs. I am terribly sorry for what has happened to you. But don't lose faith, do exactly as they say. Don't you have copies of everything you sent them? I don't know the reason they were sending back your application, but whatever it was, just correct it and include it with zerox copies of all your application and include the letter explaining that your application was lost. You can explain in the letter that you are applying for originals of the documents and will later send them when available.
I think what the immigration officer has said is significant.
"LETTERS ARE READ HERE( CIC) AND ANYTHING WHICH IS NOT YOUR FAULY, ARE LISTENED HERE......"
I think if you send your application again, they will pay special attention to it... Of course all this is my opinion. Hope you make the right decisions, DON"T GIVE UP!

Cam 1234, Thanks for your reply...I really wanted to give up, but my younger brother wont let me do that( actually i am using his identity, noolan, since for some reasons, the Canada visa forum did not allow me to make my own ID.maybe i am using his laptop...lol) . Anyway He has dealt with them before as he just immigrated last year...he also had a long struggle , so he knows that once you give up, you are gone....my brother talked to the person for about half an hour and got every information possible for my future application...what the person said to him cannot be said on the public forum, but my brother is extremely confident about this now.....I know its hard for him, he started a new job about two months ago, so he is settling there as well, and also he has to sponsor his wife....I feel sorry for my brother..he is in this *censored word* again!!!!!

I am SO sorry to hear your news, Noolan. Not at all what I expected and I hope you are able to dig up the strength and courage to put the package back together. Not one or two, but at least THREE doc packages now lost (possibly more) in a short period of time as they are returned to the applicants. What is going on? At the very least emails should be sent to the applicants advising the date of return so they can be aware if they don't show up within two weeks. My concern is WHERE are they going; WHO is taking them; and WHAT is happening to these very personal documents? Identity theft? If someone is smart enough to realize where these packages are being sent from, it wouldn't be hard to imagine they could be used to steal someone's Identity. I wonder how we can find out if this has just started to happen or has been on going and CIO have not taken steps to prevent it? Ideas?

Taking it on positive side, its still not the end for me. i know it will be long and hard journey..........but my brother said '' who told you that immigrating to another country is easy in the first place?  ....its not a joke....you need to pass through all the hardships, and even after you get the visa,most people thinks that they have reached the goals, but in fact that is just the BEGINNING...........

If I explain a bit more- after completeness check and encashment of processing fees (it may be counted in cap as published number 2226 on 19 Oct'10). Then, final determination of eligibility under the MI and evidence, i mean related supporting documents. -refer OP-6 section 7.2 (page-15). I guess, here it will take little bit more time as before, because they will review application forms and as well be supporting documents. If the application is eligible for processing, the applicant will send AOR & refer to VO (for FSW minimal requirements). At this stage a similar cap will be counted for final determination of eligibility. Then VO will assess (minimal requirements, selection factors & funds), if requires may verify any document as well. If okay, then VO may request for PCC, Medical, Net Worth and Landing Fees. Then the final decision & request for visa at CHC along with passport. Wayne, am I right! Right, so what we are saying here is that there are 2 eligibility reviews at CIO? So this (we think) would make the process: 1) CIO - Completeness check 2) CIO - Encashment of processing fees 3) CIO - 1st eligibility review. If ok then this counts towards the cap 4) CIO - 2nd eligibility review (more stringent), if this is ok then send AOR and submit to VO 5) VO - background checks 6) VO - medical requests 7) VO - passport requests  VO - final decision and issue visa This would seem to indicate that from June 26th onwards they are placing more processing/work on CIO side and less work at the visa office. 2 eligibility reviews at CIO also might explain why CIC have been telling people that eligiblity reviews have been done, but nobody has received an AOR yet. It may be that these applications are in between 1st and 2nd eligibility reviews. However, if this were the case I would expect very soon at least a few people to report if they failed the 1st eligibility review. Do you agree this would be the case? If all this is true, then whereas we will see a longer process at CIC, it should mean things are faster once we eventually make it to the visa office. Wayne.

This is unbelievable that package is lost during transit  i am worried about bank draft which is also enclosed in the package and wondered what will happen if it will be lost along with the package  i am concerned because i still don't know about the status of my BD en-cashement. plz comment what can be done in the scenario if BD is lost with the package Adeel

Hi just yesterday I reviewed the forms that I have sent. Shockingly, I noticed that I have filled up the personal history the wrong way, I started from the distant, instead of recent years. However, my cc was already charged. Do you think that this will be a ground of ineligibility?
