Nobody knows for sure. But I don't think they can tally up the 1000 until the eligibility reviews are complete, so CIC will continue to cash drafts and once the 1000 total is reached for a NOC (i.e. eligibility review complete + AOR sent) my guess is they will return all the remaining applications and issue a refund.
So regrettably I don't think you're necessarily safe if they cash your draft, but fingers crossed for you!

If your application qualifies for processing , you will be sent a letter that:
notifies you of this fact and provides you with your reference number,
If your application does not qualify for processing under the Ministerial Instructions you will be sent a letter that:
provides the reason why your application is not eligible for processing
confirms that a refund for the proc
SO WHAT I THINK THAT IF THE LIMIT IS OVER 1000s THEY WILL RETURN IT IN THE FIRST PHASE.. WHAT DO YOU SAY OR OTHERS .. PLEASE
