one of my friends has received his first aor but due to personal reasons he doesnt want to proceed. if he withdraws application will they refund fees??? what is the procedur?Huh thanks in advance

As far as I know processing fees are returned only if the application is not processed due to incomplete information. But after it's assessed and a decision is made it's highly unlikely that there would be a refund.

Why for God's sake would anyone give up in this stage ??

As far as I know processing fees are returned only if the application is not processed due to incomplete information. But after it's assessed and a decision is made it's highly unlikely that there would be a refund.

Why for God's sake would anyone give up in this stage ??

its sad really but he fell down the stairs and has got a serious back injury, he cant even sit for ielts at this moment

What if I have already applied and want to withdraw my application? Can I get my money back?
You can contact your local visa office and withdraw your application. Your fee will be refunded as long as the office has not begun processing your application.

Processing fees can never be refunded if you withdraw your application. The only circumstance under which they will be refunded is if CIC fail your application prior to sending to visa office for processing.

I think the best way is to send a communication to the visa office, inform them of the situation and maybe they can refund the money. You won't get it until you ask , and I guess there is no harm is asking them.

I am pasting 'Note' section of an AOR below. As per my understanding from the AOR note, it is possible to withdraw the application and get refund. Seniors please add your comments.

NOTE: 

Until the visa office has received your completed application, it will not accept, respond to, or attach to your file any interim correspondence, EXCEPT:
 
• Change of address, including change of e-mail address;

• Change of immigration representative;

• Request for withdrawal of your application and refund of fees;

 The Federal Skilled Worker application kit states (page 18), “Consult the Visa Office specific requirements now to determine what documents you will need to provide once your application is recommended for processing at a Visa Office. [/b]

Sorry to say but you will not get refund because your application was processed by CIC and your AOR was issued and that is what the initial payment to CIC is for.  Visa office has nothing to do with this payment because you paid it to CIC,  not the visa office so they cannot refund money they never received.   During second stage (visa office) you will be asked to pay the RPRF.  2 payments , 2 stages.  First stage was processed and AOR was issued so no refund.  Sorry.
