Application to Sydney 1st?

Hi everyone....I am just cross checking for surety sake - i understand from the instructions on cic site that all applications will be sent 1st to sydney? after which a response will be sent to you informing you of your ref number and instruting you to submit a set of same to accra visa office. I am resident in nigeria. will appreciate confirmation of same. i am applying as a skilled worker.
