My application was refused and they did not start processing of it. The reason, I copied my job duties in reference letter from NOC.
Can I send en explanation of it and send them another updated reference letter. Would they take it into consideration.
I was told that when they refuse you and close the file it can not be opened again.

If your Noc is not full, you can quickly reapply.
