application re-consider timeline

i get a refusal letter in first week of  feb 2011 ,because they can find my college in education list from india.then i send them all the proof and all documents from college and registration no by govt.of india .all documnets send 26 feb 2011 within the timeline of 30 days.BUT TILL TODAY NO ANSWER?
MY QUESTION IS HOW LONG THEY TAKE FOR ANSWER ME:

If it is a refusal letter then how did the VO give you 30 days to reply?
It may be just a clarification/more information seeking letter, not refusal letter.

It may take around 3 months for a reply from the VO, if what you say is correct of 30 days.
