I am in the US and I would like to know if I send an incomplete application to the buffalo office how long does it take for the Immigration to send it back to me?

About the same time it would take for your AOR.  So between 1-3 months.

I would take the same time as it takes for AOR.That is the time they check the docs and if the forms are incomplete they might send it back.
