Majority of what I read in the forum was asked to take IELTS exam. Very few exception where the IELTS was waived. It may only be waived if your education was acquired from English speaking country or you have MBA or PhD and even though, most are still asked to take IELTS.

Prepare now and take it when your ready so that when CIC ask for it, you can just submit your result. What type of application do you have in Canada (FSW, PNP, etc)?

Hi Arnie4jesus,

I took IELTS before I left Philippines and I had a working permit then. I applied for PR after a year and they looked for my IELTS results. This will add up to your points also.

I think waiving IELTS is a case to case basis and it is the best to always be prepared...

In my case, I requested for a letter from my school that english is the medium of instruction. I am not sure if this will be enough, given my work experience as well, but I still yet to know if CIC will ask me to take IELTS and I'm preparing myself incase they do.

though I am not applying in Manila but I'm holding a Philippine passport.
