raabhim: It's the Right to PR fee. If applying inland, this can be paid, and will be requested to be paid, at the landing interview.

Frank:
You do need to pay all of these fees. There is the fee just for the application ($75) and then the ALSO the Principal applicant fee ($475) (which is for the main person being sponsored for PR). If you have dependants accompanying you, then you need to pay the other family-class fees as well.

You need to pay the above fees and send off the receipt with your application.

I personally paid my 'Right to PR fee' along with the others, prior to submitting my application. But this is the one fee that can be paid upon request.

Right of permanent resident fee.
You dont have to pay this up front, however the visa office processing your case will request this payment before issuing a visa. It can add up to 2 months to your processing time if you are applying outland.
I would recommend paying it all at once if you can afford it.

$1040 total.

My wife is sponsoring me from Quebec, we paid 550$ and sent the receipt with the application. So now when our file gets transferred to our visa office, can we pay the rest 490$ before they ask for it and send them the receipt?

Your wife needs to also apply for a CSQ there is a fee of $253 for that

Fees

The fees levied by the gouvernement du Québec to review an undertaking application are indicated below:

Fees in effect since January 1, 2011

First person sponsored C$253
Other person covered by the undertaking C$101 each

I am thinking of making a draft for
$1040 total and sending it with application in the same envelope.

Is that the best way?

No, you absolutely cannot do that (your application would be returned, or they'd require you to make payment properly before continuing processing). You HAVE to pay online or at a bank, and send the receipt with the application.

It's true! I forgot about the CSQ thing! Thanks for reminding me Kedeisha! We didn't apply yet for CSQ because we are still waiting for CPC-M for approval.

You can pay the remaining $490 at any time. Just send the receipt to CPC-M. Maybe you could wait until you get sponsor approval, at least that way you could add your file number and they can match it up easier.
Its probably better to pay before that ask for it to save time later on.
