Good to see new people!!!
Last week we recieved email from VO to submit application fee for me Grin Grin Grin After almost 3 years they found out that only my husband's fees were paied. LOL!!! They requested many things before but could not find out that my fees were not charged before.
All sent and hope for MR soon.

News Release – Government of Canada transforms economic immigration program



Ottawa, March 30, 2012 — To create a fast and flexible immigration system that creates jobs and promotes Canada's long term prosperity, the Government of Canada will eliminate the backlog in the main federal economic immigration program.

“The Federal Skilled Worker Program backlog is a major roadblock to Canada's ability to respond to rapidly changing labour market needs,” said Citizenship, Immigration and Multiculturalism Minister Jason Kenney. “Having to process applications that are as many as eight years out of date reduces our ability to focus on new applicants with skills and talents that our economy needs today.”

As announced in Economic Action Plan 2012, Citizenship and Immigration Canada is planning to refund fees and return stale applications from nearly all those applicants who applied under the dated criteria in existence before February 27, 2008.CIC is transforming its suite of economic immigration programs to create a just-in-time system that recruits people with the right skills to meet Canada's labour market needs, fast tracks their immigration, and gets them working in a period of months, not years. Eliminating the longstanding backlog of FSW applications will allow the Department to focus resources on facilitating the arrival of skilled immigrants who apply under the current eligibility criteria.

Under proposed legislation, CIC will close the files of FSW applicants who applied before February 27, 2008, and for whom an immigration officer has not made a decision based on selection criteria by March 29, 2012. This is expected to affect around 280,000 applicants, including their dependants. CIC will begin the process of returning the full amount of fees paid to the Department by these affected FSW applicants. For those who have passed the selection criteria stage – approximately 20,000 people – CIC will continue processing their applications until they are approved for entry into Canada or not.

Over the last decade, the number of FSW applications received has greatly exceeded the space available within the Immigration Levels Plan each year, resulting in long processing times and an increasing inventory. Under the 2008 Action Plan for Faster Immigration, CIC began to limit intake to priority occupations. The Department added caps to the number of new applications in 2010. As a result of these efforts, CIC has reduced the pre-2008 backlog by more than 50 percent, and the overall FSW inventory by over 25 percent. However, without further action, some FSW applicants might have to wait until 2017 for a decision.

“It's unreasonable to keep applicants waiting for another five years,” said Minister Kenney. “It's also a far cry from the nimble and responsive immigration system Canada needs to remain a destination of choice.”

Hi this doesn't apply for the applicants who have faced the medicals and waiting for ppr, I inquired this from CHC. So kind of happy waiting is far better than the refund.

Hi this doesn't apply for the applicants who have faced the medicals and waiting for ppr, I inquired this from CHC. So kind of happy waiting is far better than the refund.

It's going to be a horrible feeling for them.. 280,000 applicants Sad They could have done something better than this.. I have no idea how many years those applicants were on the waiting game when they get to hear this disappointing news Sad

Today i received the standard reply from CHC London to my email regarding case update, so they still seem to be hopeful to complete M-1 cases review by June 2012..... so i can keep my hopes alive as well....

Bunch of thanks to u Quorax. Many of issues for us who being at the stage of "In process for a long time has been explained quite nicely....


Background & Security Checks


Note: Our Background Check comprises of 2 parts:
1. The Standard Documentation Checks,
2. The Security & Criminality Checks.

Standard Documentation Checks:
Our background check is done at the CHC stage. It commences the moment our file gets the 1st BFD by the VO. An indicator of which is the e-CAS that shows "In Progress". All docs been checked & our NOC being tallied against the MI, if the VO finds our case 'eligible' for Canadian PR, the file becomes 'Accepted'; and then it goes for standard background checks, viz. Exp, Quals, Adaptability, Qualitative Considerations etc.

The process involves many things. If our case file is well presented and the enclosures vouch the quality-quantity, adequate POF docs etc., there might not be a requirement of 'actually' calling the employers, references etc. The VOs have a way with that, they are experienced enough to ascertain the logical disposition of our case. But, if there are any concerns of his/her, s/he is likely to ask for additional docs, do further scrutiny vide any means [calling, visiting etc.] & might ask for an Interview.

-Culmination: When 'fully' satisfied, we get the 'Medical Request'.
-Timeframe: Can be anything around 3-8* months, for the 'fast track' system (Avg. 4-5 months).
-eCAS: Continues to Show 'In Process'.
 *The older system has a queue, thus can be longer.

Security & Criminality Checks:

A part of the b/ground checks is the 'Security Check'. It commences after our med results are submitted to the CHC. This is a major activity -mainly concerning our 'safe inclusion' into the Canadian Soil; vis-a-vis, Political, Socio-Econmical, Anti-Social disposition, perceived Threat to Canada's integrity etc. This gets us the SDEC, CDEC & SECCRIM.

This is a serious & time-consuming stage, involving many agencies, including CSIS, Interpol, NASC, Database Checking & touch-base with Local Police. Many things are considered here... the No. of countries visited, Applicant coming from 'certain' countries, ex-Servicemen [including Law Enforcement services], Prolonged stay in a country w/out sufficient docs to prove cause, frequent traveling to certain nations, your *Name (?), Inter-Religion/Nationality Marriages etc.

If everything is simple & straight, the file soon gets into the 'final review' stage. If there are any 'red flags', our case goes into a 'spin'. Then our file might go to the local Police/CID agencies; the outcome/timeframe of which is beyond the control of CIC. And thereby the timeframe can be anything [sometimes beyond 1yr]. But, usually this stage should be over by 5 months max. However, a point to be noted is that we can also be called for an Interview [at this stage], due to this reason.

-Culmination: Only upon security clearance we receive the PPR.
-Timeframe: Around 2-6 months. Avg. 3 months. [With new system, sometimes PPR is clubbed with Meds]
-eCAS: Still 'In Process', but 'Med Results Recd.' inside.

*Yes, that's how a certain Mr. Sharukh Khan was detained for 4.5 hrs in an US port. He was a VIP, thus 4.5 hrs. For u & me -things could be different.

The Process in a Nutshell:

Stage-1: [CIO stage] Send Initial Apps+Processing Fees to CIO-NS > Qualitative Check > Issue of AOR+120 days Letter >

Stage-2: [CHC stage onwards] Send Full Docs+RPRF to the Local Visa Office > File on Queue > e-Cas: "Received by Visa Office" > Eligibility Check+PSDEC > Issue of 2nd AOR > Background Check > Issue of Additional docs Request [if any] > 1st BF'D > e-Cas: "In Process" > Send Addnl. Docs > Issue of Med Request > 2nd BF'D >

Stage-3: Meds Sent > e-Cas: "Medical Results Recd." > Issue of PPR* > Send Passport/s > Security Check > Visa/s Stamped > e-Cas: "Decision Made" >
*The Meds & PPR are sometimes 'clubbed' together.

Stage-4: Return of 'Stamped' Passport/s+COPR > Landing at the POE > e-Cas: "Completed".

 Did any one hear from CHC? Aren't they suppose to finish the pre -Feb 2008 applicants  cases before June 2012? Colombo CHC is not much efficient I suppose   Sad
