Below is my explanation of the following:
"The result of the last medical assessment is entered in Citizenship and Immigration Canada (CIC) electronic platforms (such as the Global Case Management System (GCMS) or Field Operations Support System (FOSS) as an ‘M' profile indicating that an applicant is either admissible or inadmissible on health grounds. A medical certificate is an ‘M' profile indicating that an applicant underwent a medical examination within the previous 12 months and is not inadmissible on health grounds.


When the final decision of an officer is pending due only to the expiration of a medical certificate or when the validity of the medical certificate is about to expire and the applicant is unable to land before it expires, the officer will issue new medical certificate valid for 12 months.

This can be done by emailing RMO(regional medical office). We need to mention the below in the email:

◦Entitle your e-mail ‘Reassessment of an applicant's medical file for the issuance of a new medical certificate';
◦Provide the applicant's name, ID number, date of birth, date of initial IME(immigration medical examination), and country of residence for the last 6 months."

Mr. Geoffrey Leckey:
    "The first and most important screening tool, of course, is the application form. We have to start with what the applicant tells us about himself. If that hits against certain security screening indicators of concern, then we have the option of asking CIC to go back to the applicant and conduct an interview or request more detailed information from the applicant.
    Once that information is as complete as it can be, then the information is shared with our Government of Canada security partners. They may hold information on the individual; we may hold information ourselves. Depending upon what trail we come across in the databases, it may lead us to other government departments or to foreign governments who may hold information on an individual.


    In the CBSA national security screening division there are approximately 60 employees. Within the last year we have moved to what we call a tiered service standard to ensure that the speed with which we process applications is in line with the priorities of the Government of Canada. So we've moved to a service standard of a turnaround time of 48 hours in the case of urgent and VIP processing, 5 days in the case of China. In tier 1 countries, which are Russia, India, Saudi Arabia, Pakistan, Mexico, and Haiti, our service standard is 10 days, and for all other countries in the world it is 20 days. The security assessment part of the visa processing continuum does not take more than 20 days. In fact, I checked just recently and we're averaging for those other countries about 18 days."







    "The RCMP is a service provider to CIC for security screening and immigration applicants across the spectrum of immigration streams. The RCMP Canadian Criminal Real Time Identification Services provides security screening in support of permanent resident, citizenship, and refugee immigration programs. Applicants are checked to see if they have a criminal record in Canada that renders them inadmissible under the provisions of the Immigration and Refugee Protection Act.
 
    There are two kinds of screening activities undertaken by the Canadian Criminal Real Time Identification Services. One is name-based checks, where applicants' name and date of birth are compared against the Canadian criminal name index to see if they have a criminal record. The second is fingerprint analysis. In support of the name-based checks, the Canadian Criminal Real Time Identification Services also conducts fingerprint-based criminal record searches. If, after a name-based check is completed, there is a possible match to a criminal record, the individual making the application is required to submit fingerprints. The fingerprints are compared with those associated with the criminal conviction to confirm or verify the identity of the individual making application for permanent residency or citizenship.
 
    In the fiscal year 2010–11, over 24,000 fingerprint submissions were processed in support of permanent residency applications. Of these submissions, approximately 24% hit a fingerprint record. In fiscal year 2010–11, over 19,000 fingerprint submissions were processed in support of Canadian citizenship. Of these, approximately 31% hit a fingerprint record. A hit occurs when the fingerprint or name-based check matches an existing record."

I will be applying under NOC 1122 in July 2012 intake.

My ICICI bank has issued me a Report of Accounts as on 16.06.2012 in which they have mentioned the savings account balance and the fixed deposits balance. Total balance is Rs 6.7 Lacs. Its a 1 page document.

This is the only proof that ICICI is ready to give. The 6 months statement that they are willing to give will not have the fixed deposit balance shown. And without that, the total balance would be 3.4 Lacs only.

Is the Report of Accounts issued by ICICI sufficient?

I dont know whether I can call it a Bank Certification Letter or not. It says REPORT OF ACCOUNTS. It just 1 page and that too not on ICICI letter head. They have stamped it with an ICICI seal though.

Its your right to ask for a Bank certification letter, since you hold an account with them. Tell them you want it to show it for immigration purpose and has to be on bank's letterhead, so that it can be counted as credible.

6 months statement is not necessary, applicants show it to prove that the money is genuinely theirs and not somebody's else and they holding the money in the account for sometime.

Its ok if you don't submit it, unless you can prove later on during processing only if they ask, that the money is yours.... Smiley

Completely wrong..........ask ur consultant to go on CIC website and read the operational bulletins published.

I published a part of it earlier itself.......MI3 applicants will always be given a chance for procedural fairness

Dear I have nothing against you.......but ask ur consultant to get his facts right

Also please share the 3 applicants name from LVO or the link to that post.

I never said that IO does not have a right to reject MI3 applicants, but wherein the final determination of eligibility was made at missions for MI1.

For MI2 and 3, the final determination of eligibility is made at CIO and not at missions anymore. This is not my own words, but the one mentioned in OP Smiley

I hope you are OK.... I do agree with you ...that's what we understood from CIC  website and  the operational bulletin ...but that what happened to 3 applicants from LVO... you can check LVO applicants thread..two applicants got refusal letters their names are omee, meem, and a third applicant his/her name is PA5510N who got refusal letter and send reconsideration letter to LVO and got confirmation from LVO that an error made in the calculation of points for his education. and  therefore LVO prepared to reconsider his/her application.
this indicates the IO in (at least in LVO) are conducting their own determination of eligibility and based on this they are sending rejection letters to applicants without requesting additional documents or call for an interview!. And this undermines the thought that we all got that when 2nd line appears, it means BGC is completed. my dear brother Jaggy, this is my understanding.....please share your thoughts.
