Applications for permanent residence will not be accepted if that person's health: •is a danger to public health or safety; or •would cause excessive demand on health or social services in Canada.
As you said, a child being under-weight is no issue, but if its due to an underlying disease(it may cause excessive demand on health services).
Everyone in CIC knows that a human body will have some or the other minor niggles regarding health.
For them its important to know if you carry any communicable disease like TB,etc coz they don't want to endanger the lives of its Canadian citizens.
Neither do they want excessive stress on their already burdened health care system.
Medical reports and x-rays for the medical examination become the property of the Canadian Immigration Medical Authorities and cannot be returned to you.
The doctor will not tell you the results of the medical examination. The doctor will let you know if you have a health-related problem. IMHO its ok if you have diabetes or blood pressure(even canadians have them), but they should not be alarming, as they give rise to further complications and puts unnnecessary stress on health system.
They even look at things such as learning disabilities, autism and other conditions that may require additional health care or social services.
NOTE: Its very rare that you would be rejected on medical grounds, unless you have some major health disease. They want immigrants who can help them grow economically and not those who burden their health services, which in my idea is completely fair

Not went thru it in detail due to time constraints, but very concrete and useful info
Though its a 2009 handbook, but personally I don't think the info would have changed much and DMPs would be referrin to this even nw

As mentioned in MI(Implementation) on the CIC website:
My own words: The below in layman language means that MI2 applicants get a final determination from CIO itself(more decision making power vested with CIO in MI3) and VO cannot overturn it without procedural fairness. By procedural fairness, it means VO or missions need to ask for further evidence of docs and not reject an application outright. Hence, if you guys are not sure of sumthin in ur appln, be rest assured that VO will give you a chance to explain and cannot reject applns like they did for MI1 applicants. Whats mentioned on the site: "There were subsequent administrative changes made at the CIO to coincide with MI2, the most important of which was that the final eligibility decision was made at the CIO, rather than at missions. Applicants sent their complete application packages, with supporting documents and results from the International English Language Testing System (IELTS), to the CIO. Staff at the CIO then reviewed the application and made the final eligibility decision. They returned and refunded those applications that were not eligible and sent the eligible applications, together with associated documents, to the missions to be processed. Under this new process, missions could not reverse a positive eligibility decision, although they could refuse the application on other grounds. While mission staff had no problem with the CIO making negative eligibility decisions, as the applicant can re-apply, many stated that their inability to reverse positive decisions can result in substantial additional work at the mission. In cases where they disagree with the CIO assessment, it is necessary to re-review the application and contact the applicant for further evidence of eligibility, in order to demonstrate procedural fairness."
