These three words are the most important. Basically, after PER there are only few reasons why a person may be denied permanent residence in Canada (e.g. security threat; failing medical exam; or not presenting settlement funds). PER is as good as any other kind of "confirmation letter" from CIC. The only problem, I agree, is that it is in an email format. I don't know whether other agencies will honor it being an email.
I thought we would submit proof of Settlement funds at the time of submitting application. Or may be I should ask the question then: Is it COMPULSORY that we submit Proof of Settlement funds AT THE TIME OF APPLICATION SUBMISSION?

Of coz. If starting from element school, I have 19 years of education, including 2 years of Phd program. DO you have 17 years of education? If you have a masters but only, let say 14 years, they will give you only 20 points, doesn't matter the degree you have.

The way I understand it is, you would need to verify your PRC credentials, only if you chose Beijing or Hong Kong as your Visa Office. I'm assuming you chose Buffalo? If that is so, you probably have a good chance to have this decision overturned (by sending them fax and such as suggested by link I posted), provided, of course, you really did provide all of the required information (such as copies of degrees, transcript, etc). All the same, you should probably start the process of having your credentials evaluated by CADGEDC anyway, just in case they refuse to change their decision, so that you'd be ready to immediately re-send your application as soon as you get it back (because we know for sure that you would have 68 points if they would recognize your Master's degree). Can we get the hard copy of PER?
I was trying to apply for OHIP (Ontario Health Insuarance), but they need the original letter from CIC. For OHIP eligibility, the criteria is "you have submitted an application for permanent residence in Canada, and Citizenship and Immigration Canada has confirmed that you meet the eligibility requirements to apply for permanent residence in Canada".
So, I guess, if we have the hard copy of PER, we can apply for OHIP. Did anyone here try for this yet?
Suggestions plzzzz...
AST, if I'm not mistaken, you had your international student fee waived due to your previous PR application? Was it after you received PER for your other application? What did you show them? My school (University of Waterloo) only has such provision for those who have completed their medicals, so apparently, 'eligible for permanent residency' can be interpreted in different ways already, depending on organizations

Yes, the proof of settlement funds has to be included in the initial application. However, as far as I understand, at the time of getting your immigrant visa and at the time of landing they check that once again.

Question to those of you whose ECAS status has been updated - how long did it take after you received your PER for your ECAS status to become avaialable? I received my PER on April 5th and I still can't check my status...

I had the same experience before as s.guo and mapledreamer had, where I did not get the 5 points in the adaptability factor and get refused for the reason of insufficient points. I gained a lot of courage and confidence after I read the whole thread. I think I am obliged to share my POSITIVE experience!!!
I got another email from CIO, which stated that my application has been forwarded to visa office. Maybe right now your guys who experienced the same situation as I did, wonder how I did it.

I sent them a fax to explain why I should get the 5 points, according to 7000 guide. Also, I also sent them an mail which stated the same stuff in the fax, plus a publication list ( which I intend to get more points from the language factor, probably useless).

It is really good news!!! beishidashuo, congratulations!!! This is a really good news, especially for those who got their rejection letter due precisely to this reason. MapleDream and s.guo82, give this a shot as well, and hopefully, they'll notice from now on to award ALL of PhD stream applicants the deserved 5 adaptability points  My university accept the ECAS status for the fee waive. But OHIP will not accept any of such stuff. They need the original letter from CIC, which we do not have.
But your ECAS status won't change due to PER, or did it? So you're saying, just so long the ECAS status is 'in process', even though it only says that application was received on such and such date, your school still accepts it?
