Hi I would like to get some info specific to my this situation.  After reviewing the cic web site there is a clause under the spousal program that allows the spouse of a temporary working resident to apply for an open work permit - http://www.cic.gc.ca/english/work/worker-4.html.  Since this is possible for a temporary resident under the workers class I would like to know if the same would hold for a canadian citizen sponsoring their spouse from with-in canada?

Nope, sponsored spouse is not eligible for open work permit until they receive AIP.  The section you are reading is for spouses of holders of work permits.

Ahan, that means any work permit holder can apply for their spouse open work permit too? correct me if i'm wrong

Only if the Work permit holders job is classified at level A or B in the NOC (National Occupation Codes) see: http://www23.hrdc-drhc.gc.ca/2001/e/generic/welcome.shtml
