You CANNOT appeal a refused LMO but you CAN re-apply as long you address the issues of the previous LMO refusal.

ya but wouldnt the officer wonder why this person keps getting refused. They keep a record of all the different file #..Wouldn't it look kinda fishy?

Not neccesarily,Sometimes a LMO may be denied for an issue that can be resolved,To cite a recent case,Janitorial company was denied because they made a slight error on the prevailing wage,in this case they used the old provincial prevailing wage of 14.90$ a hour unaware it was raised to $15.20 an hour,Once they were denied for that reason,They corrected it by advertising again at 15.20$ and were approved for their 15 cleaners.Another case that was recenty approved on 2nd application was an error on job description classifying it under the wrong NOC which was approved on the 2nd attempt.This is very normal
