Usually 4-6 weeks, at least for apps to Buffalo.

I hv received AOR after 12 weeks and just yesterday my freind got AOR after 8 weeks so be patience and your will also get on time mean with in three months

The AOR can vary among applicants as you can see from what the other two posters wrote.  Hopefully, forum members who are applicants from Manilla, Philippines might post their AOR time frames for you.

    iam an applicant for permanent resident under federal class (skilled worker) for about 2 years now, my papers are under process from manila....

This is how long his AOR took:

    mine took more than 3 months to arive (AOR), dont you worry, it willcome, once you bring it to yor embassy it is sure your papers are in thier hands, sometimes the problems are the post office or the courier that brings your AOR to you, i got my AOR february of 2005 but it is recieved by the embassy january, meaning one month difference.... after you get your AOR then your patience will be tested....
