AOR letter with bank draft?????a bit confused,,,,,

I sent my full file for FSW to London office in October and i got AOR today.i received a bank draft of 550 canadain dollars along with AOR letter and with complements that my fees was paid when i applied to Sydney.i thought we have to pay fees for both process in Sydney and in London office as well.it appears from that we just need to pay processing fees just once and that is at SYDNEY,Nova Scotia.
can any bosy explain plz

The initial processing fee needs to be paid only at Sydney. Once your application is approved (after medicals), you can pay the right of landing fee.

u pay govt. of canada ONLY 'twice' for ur case processing :

First time : 'Apps Fees', while applying initially, to CIO.

Second time : 'RPRF', when ur med docs arrive.
