Anyone who landed on Septmber 23, 2011 and onwards?

Please let me know if anyone who landed September 23, 2011 and onwards and able to get their permanent SIN just after landing.
I called CIC, and they said if the SErvice Canada system is not down anymore then they can issue Permanent SIn even without the PR card yet. So maybe there's hope that i can get my SIN first before my PR card arrives...
