Start at www.cic.gc.ca and look under http://www.cic.gc.ca/english/immigrate/index.asp

It is very simple... after you get all the information from www.cic.gc.ca
Take an online test at www.canadavisa.com on any other website.
If your assessment is positive, then please download and fill Simplified Application Process form and send to the VISA Office responsible for your country along with the fees.
