Remain patient & maintain contact at all costs.
Tips: While waiting for your husbands TRV, or your appeal, try to Maintain contact. Call each other, write to each other letters every week, go visit your husband in the place where he is, Keep with you all proofs (Phone calls listing/invoice, letters, Airplane boarding pass, airport stamps on passport, Pictures together, ect.)
What could also help greatly, is if during one of your visits to your husband abroad, that if you would go with him to the VISA OFFICE, while he applies for the TRV. with the presenting of the series of proof mentioned earlier, they will have to knowledge your presence. & that your relationship is genuine. BUT THE NEXT PROBLEM IS TO CONVINCE THEM THAT YOUR HUSBAND WILL LEAVE CANADA AFTER HIS VISIT. especially that he applied for PR. to help that (Proof of assets where he lives, important commitment where he lives, an important appointment, a large company investment where he lives) this will all help. & explain to them that your husband do not plan to remain illegally in CANADA, that you respect the law, & that you are following the proper procedure for the appeal. & you will get the TRV.
IMPORTANT: Canada as many other countries, respects the human rights chart, & it clearly states that 2 people are allowed to have reunions, & if his country allowed you to visit him, why wouldn't Canada allow him to visit you? especially that Canada has nationally implemented those rights since 1968 & added to it a few more things, & rebranded it as "The rights of a person" "Les droits de la personne". if confronted with an agent, this is your legal ground. you are his wife, you need him, and now more than ever because of your proven medical condition. because you can go see him anytime you wish, BUT he can't come see you while you need him & can't leave & that is unfair... Ask for the Agent's compassion, tell him that you respect the law, & have no intentions on jeopardizing your PR's Appeal, because your relationship is genuine.
if you do all this, & still not get the TRV, I'd be very very surprised .... But if you try 6 months later, The set of proof will get even thicker, & you'll have greater chances for him to get it. Or that would be clearly against human rights, & they tend to avoid that.
my case was different because i've got almost 8 TRV's until the visa office asked me bluntly "So when are you gonna apply?" so I applied, & I'm still waiting, but even while under process, they've granted me another TRV. because after 8 trips, I never overstayed, always returned, they begin to trust you.
By the time your appeal is processed, try to include this new information, your struggle, how you managed to maintain contact after both refusals & that should definitely help.
