Did anybody recieve PNP H1b Certificate with instruction to apply for CIC Processing in Home Country instead of Buffalo New York or any other Canadian Consulate ?

Please share if anybody has recieved such instruction with PNP certificate.

Does this not apply to H1B holders? How can it go to a counsulate outside of US?
