Is there any way that the principal applicant can come to Canada before receiving the visa? What we'd like to do is for my spouse to come before the passport request and then send the passport from inside Canada. I have heard that it is possible but wanted to get more info if anything knows.

Is he/she visa-exempt, or if he/she already has a TRV, then there should be few issues for them to do so.  If they are not visa-exempt, and do not already have a TRV, your chances of them getting one now are slim to none.

visa exempt is being from a country where u do not require a visa to enter Canada and TRV is Temporary Resident Visa
