I heard that VO is not giving priority to the 4131 category, Is it true?

from the looks of it....i guess it's true. aside from it not being in the latest release of NOC codes, my notion is the embassy was flooded with 4131 applications.
like me...i'm still on the wait for my 2nd aor.
