if u r a UK resident for sure go with the London office...it's faster...they will not resend ur file to Pakistan, it's only the London office which will process...but maybe ur process will take longer than the average 8 months, maybe 10 months, maybe 12; the background/security or other checks will take longer since they will b done from UK to Pakistan
i think it's better to send documents requested by both regions as much as possible...except the medical receipt and the police certificates i would send only notarized copies....i would never send originals of school degrees, birth certificate, etc since i don't trust how they handle them: they could be lost by mail, by the embassy itsself or never returned unless requested

If I am correct, they ask you to apply in the country where u r currently residing.
actually the applicant can choose between the home and the residential country, they don't ask u anything; u will just need to say clearly where u want to be processed; if it's the residential country u need to show clearly that u r a resident there (not illegal, not visitor) and make sure u can still reside there throughout the process
