I have applied under NOC 4152 on 25 July 2011  and as I asked to Bank to ensure either BD has en- chased or not and found  has not  en cashed still. what can be symptom is there chances or any things bad else

No this is delayed in bank managment,for CIO they will take the money before every thing and they refund it in case of rejection
