Well I agree partially.... IELTS not always a good measure of competency in English... Sometimes even native speaker might not be able to score 7 in all module!! It sometimes easier to get overall band 8 than getting 7 in each module!! IELTS is all about technique and practice and which does indicate why enormous training institutes on IELTS has been growing elsewhere!!! You also need to look at the commercial interest as well for all those involved to make this a hurdles!! I know and met many came in Australia with securing IELTS 7-7.5 through agent who virtually don't seem to have a good control over English as their IELTS score suggests!!  The reason I am telling that getting high IELTS score not always a big solution for the purpose it meant for!!
