I really need help here!

I found this in the OP manual:

work or study (this would be myself, their mother, the primary applicant), while the other parent is authorized to work or study, or is a permanent resident, or
a Canadian citizen (this would be my husband, their step-father, the sponsor), then the minor would be authorized to study at the pre-school, primary, or
secondary level, without a study permit.

Does CIC recognize my husband, their step father, as a "parent"? I have sole custody of all 4 of my kids.

No they don't

To expand on this, I believe that their biological father would have to formally renounce his parental rights and then your husband (their step-father) would have to adopt them. Just because you have sole custody does not mean that their father's rights as a parent have been renounced or removed, nor does it give your husband parental rights over them. Sorry.
