Is there any chance for someone with BSc of art in animation (not computer animation - animator (graphic design or industrial design) to apply as a skilled worker class?

As far as I know, i dont think so as FSW, unless you teach it at college/university level. you should look at the list of 38 and confirm.
You could try find a job in canada and then get PR from that,
go study in canada
or learn french and apply for CSQ
