Am we that hopeless?

I am a chemical engineer by profession and have had valuable experience in my field. Last 1998, I desired to move for Canada and seek the assistance of an immigration consultant/firm. According to their assessment, I passed the necessary qualifications for Canada but unfortunately, 8 years had passed and my aspiration was just only a dream. I lost a lot of money when I took their services, signed the contract and paid the fees.

I am worried about my country--the Philippines. It seems that a lot of opportunists flagrantly do their jobs by offering our people promises of greener pasture yet without certainty. These bad guys are not only foreigners, some of them came from our own breed. They do this for the love of money without concern for others. Are their few good men who can stop this? Please help..
