It depends on total point and demand list .May your profession is not in demand list just now. Wait untill July,11 for new demand list. And browse web www.cic.gc.ca for all answer. Best of luck

You need to take the eligibility test. that is the only way you can determine whether you will get the minimum of 67 points required to apply. you also have to check in your profession is among the 29 eligible ones. do the self assessment: http://www.cic.gc.ca/english/immigrate/skilled/index.aspGood luck!

Before the assessment:
'Is my application eligible for processing? For your application to be eligible for processing, you must include the results of your official language proficiency test, and either:
have a valid offer of arranged employment, OR be a skilled worker who has had one year of continuous full-time or equivalent part-time paid work experience in at least one of the following eligible occupations within the last ten years
After the Assessment:
Pass mark The pass mark as of September 18, 2003 is 67.
Did you pass? If your mark from this test is the same or higher than the current pass mark, you may qualify to immigrate as a skilled worker.
If your mark is lower than the pass mark, you might not qualify to immigrate as a skilled worker at this time.
However, if you believe there are other factors that would help you to become economically established in Canada, you may still apply.
Send a detailed letter with your application explaining what these factors are and why they may help you successfully establish yourself in Canada.
Include any documents that support your claim.
Final decision A CIC officer will make the final decision on the application you submit to a Visa Office. Make sure you fill out the application forms completely. You will need to provide documents to support your application and, if selected, to pass medical and security checks.

dear mdh, from my understanding, to even begin thinking about FSW1, you must have had at least 1 yr of experience (which you do). the next step is getting the 67 points. the CIC website itself states that if you don't get the 67 points (you got 66, from Dr's assessment), you can still applly and give an explanation why you think you will be able to economically establish yourself. In my personal view, i think you can give it a shot, after all, the worse is your application to be returned with a refund if decided at the CIO stage. Good luck!

You will not get a refund if you score less than minimum >67, and still you apply writing to CIO that you can establish yourself in Canada financially, your application can still be accepted,
BUT
at this stage if your application is not accepted on the grounds you have provided (and less than 67 scores) you will not get a refund.
read this from mandiebraxton post; which I have also quoted in my previous reply "the CIC website itself states that if you don't get the 67 points (you got 66, from Dr's assessment), you can still apply and give an explanation why you think you will be able to economically establish yourself. In my personal view, i think you can give it a shot, after all, the worse is your application to be returned with a refund if decided at the CIO stage. Good luck!"
less than the pass mark you are not likely to qualify for permanent residence in Canada as a skilled worker. We recommend that you do not apply at this time. However, you may apply if you believe there are other factors that would help you to become economically established in Canada that were not reflected in your points assessment. Send a detailed letter with your application explaining these factors. Include any documents that support your claim. Note: If you are refused at this stage, the processing fees will not be refunded.
[Application for Permanent Residence IMM EG7000 (01-2011)]
Please also read the quoted post. Thanks Wicky

I cant agree with you. If an applicant's pass mark is below 67 he will get NER (negative eligibility review) from CIO,and he will get refund. On the other hand, If an applicant's pass mark is equal to (or higher than) 67, he will get PER (positive eligibility review) from CIO and his file will be transferred to VO(visa office). VO will start processing his file (Ecas will show "IN process" when VO starts processing). VO will do background check, secuirity checks etc & if VO finds him ineligible at this stage, then his application will get refused/rejected. Rejection at this stage means no refund. "Rejection at CIO stage: Get refund Rejection at VO stage(after commencement of processing): No refund"regards, Dr.Hasib

I am prepared to have this all all wrong, but I don't calculate this fellow's score at 66. MDH indicates IELTS of 5.5. If that is across the board, he would get 8 points NOT 16, so actual score is 58.
