Do you qualify for any immigration class at this point?  Without 67 points and at least 1 year skilled work experience, you can not apply as an FSW.  Check http://www.cic.gc.ca/english/immigrate/index.asp to find something you qualify for.

To apply for CEC, you need to have graduated and worked for one year after graduation.  It will not work to cut your tuition now.
