Do you have at least one year's MANAGEMENT level experience with Management level responsibilities? IF so, you can qualify under FSW-1. If not, no.
I HAD BEEN TO US,EUROPE AND NOW IN SINGAPORE FOR MORE THAN A YEAR.

I WAS ISSUED CANADA VISA FOR MONTREAL FOR SHORT TERM work permit in 2008 ,BUT DID NOT GO there DUE TO PROJECT REASONS.
If that work permit is still valid (at least for one more year), then you could try Canadian experience class. But you have to work there for 1 year and then apply for FSW under Canadian experience class. Other option is to try to arrange a new work permit or a job offer in Canada.
