I moved to Toronto with my family this May 2008 from INDIA with a Work permit valid for one year through my Indian Company. I work in VLSI DESIGN Verification(Chip Design). I have 9 years of experience in the same skills. After coming here we liked CANADA very much and planned to apply for PR. But i heard that from some friends that we can apply for PR only after finishing one year in Work permit. Is this true ?

I also have couple of friends in ALBERTA and after talking to them i was so much impressed that we wanted to get settled in ALBERTA. But i didnt find any VLSI Jobs in there but i am ready to shift to any HARDWARE related jobs in ALBERTA if available. Please advice me how to proceed and how much chance i have in getting migrated to CANADA as soon as possible.

If you are on a skilled type work permit, you can apply for PR in Canada after 2 years of work through Canadian experience class or you can ask your employer to help you apply for PR through a provincial nominee program in the province where you live.  If your company will not do this, you can look for another job and get your work permit changed to there.
