Almost 6 months after submitting Passports at New Delhi Office

Hi,
here is the timeline for parents (Mom and Dad only) immigration.
Application for sponsorship submitted in July 2005,
Sponsorship approved in oct 2007,
applied at CIC New delhi in Jan 2008
Application process started in New Delhi on Feb 2008.
Medical done and submitted on 25 July 2008,
CIC requested passports in Nov 2008,
Passports submitted on Nov 27 2008,

There is no update on CIC website .it says in process

On April 24 2009 my father recieved a call from CIC delhi requesting Fingerprints. he is Going on April 30 for finger prints, key thing is only My father was reqested for fingerprints not my Mother.another thing to mention here is that my parents came to Canada in 2006 on a visitor visa.

What could this mean. Is there anybody else in the same situation.
