Once decision is made there is no refund, refund is only given when you withdraw your application before a decision is made.

I have seen one case where visa officer re-opened the case for the applicant so its possible.

after refusal did they refund ur fee ?

no , bcus as saki said after in process imposible to get refund, my friend dont waste ur time if ur eligible apply again...
