i have heard that MI3 will give priority from an inquiry made by one of my senior brothers who is a pre-july 2010 applicants under MI-1
yes this is true , i just made a case specific inquiry and reply is like below :

Thank you for contacting the Immigration Section of the High Commission of Canada in Singapore to request the status of a Skilled Worker application for permanent residence in Canada.

Changes to immigration law in 2008 allow Citizenship & Immigration Canada (CIC) to set, through Ministerial Instructions, the number and type of applications considered for processing each year, and the order in which these applications will be processed.

No limit was placed on the number of Skilled Worker applications that could be submitted under first set of instructions (between February 27, 2008 and June 25, 2010).  There was so much interest in the program that the applications received exceeded our capacity to process them within the timeframe originally predicted.  Please visit the CIC website to see actual processing times for the past year.

CIC is committed to reducing processing times.  With the introduction of a cap under the second set of instructions (between Jun 26, 2010 and June 30, 2011), we limited the intake of new Skilled worker applications to better match the number we can actually process within the annual levels plan approved by Canada's Parliament.

Processing priority is now being given to Skilled Worker applications that meet new eligibility criteria in a third set of Ministerial Instructions (from July 1, 2011).  Details are available on the CIC website.  Because they reflect Canada's current labour market needs, Skilled Worker applications under this most recent set of instructions are put into process on a priority basis as soon as the applications are received.

Applicants who applied under previous sets of Ministerial Instructions can anticipate longer wait times before processing of their applications begins.  Those who meet the eligibility criteria of the most recent Ministerial Instructions are free to submit a new application for immediate processing.  They may choose to withdraw a previous application or leave it in process.  Fees will be fully refunded if the withdrawal request is received before processing begins.

The application about which you have enquired was submitted under a previous set of Ministerial Instructions.  It is currently in inventory, queued for review based on its application received date.  When we are ready to begin processing, we will contact you to request updated information.

Dear Applicant,

This refers to your application for permanent residence in Canada as a Skilled Worker.

Canada's Immigration and Refugee Protection Regulations require that applicants provide all information and documents required for the assessment of their applications.  The selection criteria are clearly defined, and your eligibility for permanent residence as a Skilled Worker will be assessed on the basis of the documents and information you provide.  The onus is on you to provide sufficient evidence to demonstrate that you meet the requirements.

You are now being given an opportunity to update your application before it is assessed by an officer.  Please submit the documents and information specified below to our office by mail.  You have sixty (60) days from the date of this letter to comply with this request.  If the requested evidence is not received by our office within this timeframe, your application will be assessed on the basis of the information on file.  You will not be given a further opportunity to provide more information.

Updated Application Forms:

The following forms can be completed on the CIC website:

•   Additional Family Information (IMM 5406) form, completed with updated information for you and all dependants 18 years and older

•   Schedule 3 Economic Classes - Federal Skilled Workers (IMM 0008) form, completed with updated information – Ensure you provide accurate occupational codes from the National Occupation Classification which most closely describe your work experience over the past ten years

Updated Identity, Status, and Civil Documents:

Provide the following documents only if there have been changes since you initially submitted your application:

•   If passports have been renewed or replaced, provide a copy of the passport information page(s) for each person included on the application

•   If the immigration status of you or any person included on the application has changed, provide a copy of the current visa or status document of the country where you are (lawfully) residing, as applicable

•   If there have been any marriages, divorces, deaths, or births for you or any person included on the application, provide copies of civil documents as applicable – examples: marriage/divorce/death/birth certificates, child custody/adoption orders – note: to add a spouse or child to your application, you will need to pay the application fee for them

Updated Photographs:

•   Updated identification photographs for you and all accompanying dependants which comply with the photo specifications available in the SW Application Guide - Appendix A

Updated Education and Experience Documents:

If you have completed additional studies since you initially submitted your application and you would like those studies to be counted toward the award of points for education, please provide for you and your spouse (if accompanying):

•   Copies of transcripts showing courses completed and grades earned
•   Copies of degrees, diplomas, or certificates

If you have accumulated additional experience in one or more occupations at NOC Skill Level O, A, or B for which you would like consideration, please provide for all occupations in which you wish to be assessed:

•   Original letter(s) from your employer(s) which clearly describe your job duties and responsibilities
•   Copies of letter(s) of offer or employment contract(s)
•   Copies of salary statements or pay stubs

If you are claiming English and/or French language skills on your application, you must provide conclusive proof of your language skills:

•   Submit the original reports of a language test by an approved organization (International English Language Testing System (IELTS) or the test d'ιvaluation de franηais (TEF)) – test results must not be more than one year old at the time of submission

Adaptability Factors:

If you or your accompanying spouse has a relative in Canada, provide:

•   Proof of your relationship to them (e.g. birth certificates showing parentage)
•   Proof of their status in Canada (copy of permanent resident card, citizenship certificate, or Canadian passport)
•   Proof that they are currently residing in Canada (e.g. recent utility bill, salary statement, or tax return in their name, sent to their residential address in Canada)

If your or your accompanying spouse has studied or worked in Canada, provide documents issued by the educational institution or employer which provide details, as well as copies of any work or study permits issued by Citizenship & Immigration Canada

Settlement Funds:

•   Provide original financial documents (e.g. bank statements, term deposit statements) for the past 6 months showing transactions for all your accounts as proof of unencumbered funds for prospective settlement in Canada – any large deposits must have clearly documented provenance to show the funds are yours

Arranged Employment in Canada:

If you have been offered a job by a Canadian employer, and that employment offer has been approved by Human Resources & Skills Development Canada (HRSDC):

•   Submit a copy of the Arranged Employment Opinion (AEO) issued by HRSDC and a copy of the employment offer

Any additional information and documents for consideration when your application is assessed must be received by this office within sixty (60 days) from the date of this letter.  If you need more time, you must advise this office immediately and provide detailed reasons.  Your request will be considered, but there is no guarantee that an extension will be granted.  If no further evidence is received within this timeframe, your application will be assessed on the basis of the information on file.  This may lead to the refusal of your application.

If you wish to withdraw your application, please advise our office immediately in writing. You may be eligible for a full refund of the processing fees paid.  Once we begin assessing your application, it will no longer be possible to refund the processing fees.

Yours truly,

Counsellor (Immigration)

I guess you have received this letter for an update from CHC Singapore.

You are now being given an opportunity to update your application before it is assessed by an officer. [ you have any update? marriage, divorce, improved IELTS score, change of address, more years of experience since you applied to CIC etc. YES? Send the updates. NO? Send a cover letter saying nothing to update ]

You have sixty (60) days from the date of this letter to comply with this request.  If the requested evidence is not received by our office within this timeframe, your application will be assessed on the basis of the information on file.  [ you made it the passing score of 67 then, it has not been decreased now. so nothing to worry now ] if you had the ability to get the PR then when you applied, you will get it now as well ]

Refer to my post here to know more.

Benidiction,

you are well and truly in the backlog now.
CIC is currently giving top priority on the 38 NOC's set by Ministerial instructions #3.
Hopefully you will get your call in later half of 2012 or 2013 or at the worst may never get your PR granted/rejected.

Curious to know what is your NOC?

Will MI-2 applicants be also asked to submit updated information? Do the applicants have to resubmit forms even if there's no update?

Munna Bhai, Canadalove,

MI-2 & MI-3 both are with same NOC and almost same MI. No big change except cap is remarkable. Again, MI-2 applicants have not passed significant time so that VO may ask for update.

Everyone unsure about what to send after they received the docs update mail
=============

Everyone received Docs Update letter refer to this post by Qorax

============
1. With this letter your file has come out of the queue & is now ready for further processing.
2. They haven't asked u to send all the docs again... just one [new] IMM0008* & rest "updated" ones, if any.
Meaning:
If there's any changes in your exp, edn, POF, family composition, IELTS retake, travel history etc. u r then required to submit the latest now... else, u don't submit anything except the fresh IMM0008.

Good luck !

*Original Generic Application Form for Canada (IMM0008) form: This is a std practice... lately everyone has to file it again.

My personal view is if there is nothing to update, dont send anything except that IMM0008 form with a cover letter saying "No update at this time".

once you send a valid IELTS score to youtr VO, its valid for eternity to CIC. dont mix things up. IELTS result is valid for 2 years. it means IELTS authority keeps your test results and records for 2 years inside their system after which they erase all the records. Now, Once you submit the result to your CIO/VO, say 1 day before that 2 year's deadline, CIO/VO will first check your score with the IELTS authority and they move into something  else with your files.

Many people are stalled since 2004 even, they have not been told to resend a fresh score.
Confusions should be cleared by now.
