8-12 months for IP and for MI-2 and MI-3 applicants is considered as normal timeline.
No matter what happens in the Canadian Job market in 2011, CIC would finalize MI-2 and MI-3 applicants. its apparent that they have reduced the acceptance to 500 from 1000 only to work on these files faster and work on the backlog. they have been sending that "2 yr or more time needed" for quite sometime now and for MI-1 and pre june 2008, aftermath of that timeline is gonna be executed in 2012. Good to know that they have already declared that they'd increase 14,000 more visas in 2012 than they did in 2011.

Patience is the key for everyone waiting for their turns. engage yourself in other recreational activities rather then thinking about Canadian PR visas. You have done your part by sending your apps and now its their turn and there is nothing you can do now to speed up this process.

News Release – CIC Goes Paperless
Ottawa, November 25, 2011 — Citizenship and Immigration Canada will make the application process easier while saving $4.2 million over the next three years, by moving more of its business online, Minister Jason Kenney announced today.

This change will simplify the application process and make it more accessible to applicants. On line services allow people to apply whenever and wherever they want, with online tools to help navigate the immigration process and fill out forms. As part of the move to online services, beginning December 1, 2011, CIC will no longer print and mail out forms and application kits. If application forms cannot be completed and submitted electronically, applicants can print the forms themselves from the CIC website.

Service for people with special needs will continue. Braille and large format text forms will still be available.

This will save Canadian taxpayers $4.2 million over three years.

This will also enable CIC to free up resources in some parts of the organization and put them to better use elsewhere while still maintaining a high degree of service.

In constantly trying to find ways to do business better and with less cost, CIC is fulfilling its responsibility of properly managing taxpayers' dollars.

Right  now I m in Toronto.
PIA is best one . Sunday  There is one direct flight from Karachi to toronto. Available food. snaks, drinks, Service is very good. Immigratione prosidure is symple. just 20 minuts, but my goods not came with me . they  said they will send my goods to my home. So I m relax. My friend wanted to come to pick me from Airport, But after came out from air port I saw many BMW, Marsideed taxi cab available so I took one and direct went to my friends home. It was a surprise for my friends. Nice country no porter help,try to take troly ur self and do your own.

this change would be very effective.
note the line "CIC will no longer print and mail out forms and application kits"
so, there is a chance(not 100% sure) that all applicants will get their MR/PPR by email instead of obsolete snail mail from Dec 2011 onwards

And FYI, NDVO has already started sending MR/PPR by email.
