Hello,
I am working and living in Toronto. I want to bring my sister to Canada. She has studied English Translation  and has three years  of work experience. Provinvial Nominee Programs seems our best choice. I read that ALberta and Manitoba have Family stream programs .
My question is which one of these two provinces are better choice for us?

Alberta is your best choice for family class PNP.

What BCguy is saying is fundamentally true. You can not sponsor anybody through the PNP to come to a province without you yourself living in that province. You live in Ontario and can not sponsor anybody through the manitoba or Alberta PNP...

My sister in law live in Calgary city one of Alberta states, does she is qualify for support my wife, my children and me through the Alberta PNP?

Your in-law can sponsor your wife under the Family Stream. You will be the dependant on your wife's application and your in-law will be the sponsor if she has lived in Alberta for at least 2 years. Read everything here

Thanks to Olusolalekan, we think we meet all requirement from this stream. However, I knew, Alberta – family stream approve only 600 cases per year, do you think it is quiet competition?

I know Family Stream has a limit per year but I don't know how many they have. Bear in mind that they will assume you will get the PR 6 months after they nominate you. meaning you might be one of the first set of family stream applicant for next government year. It is worth trying, Goodluck.
