AINP pre approval

In some post i am seeing people has recived pre approval ( pre aassessment form) and then they are submitting the pre assessment form and after that they are receiving application packet.
Do we need to do all that? Or we can just directy download forms from CIC web site and send to Edmonton Addrss?

That is the old process. For the new process just download AINP009 form and follow the instructions.
