People who applied in Feb under new process are getting file numbers this month.  There are folks who has applied under old process but had not sent their papers till March, they have received their file number this month as well.

New process was implemented starting January 1st 09.

No. People who applied in Dec/Jan under old process are receiving nomination now. It will probably take another 2 or 3 months (or more...) until new process people start getting nominated.

You may request a Criminal History Background at website: www.vsp.virginia.gov.
You need to fill out form SP 167 online, print 2 copies. Date, sign and notarize both copies.
Submit 1 copy along with your payment to the address printed on the bottom of the form.

Anoop: I am not sure I understood your question. But I did send the I-797, and the supporting cover letter and the employment verification letter. Basically a complete trial of the H1 application letter and then the employment verification letter showing my current employment since.

Hope that helps. Else please clarify your question and I can provide more information.
