Can anyone tell me if someone has applied for sponsorship of his parents/spouse can they come over on visit visa during that period.

If they are granted a visa.  Spouses are often denied for the reason that they are considered likely to overstay.  If you can prove they will not overstay, they may get the visa.

are there chances that parents get visit visa during sponsorship.

If they are not considered a risk to overstay, they may also be able to get a visit visa.  Once a person is in Canada, it is possible to apply to extend the visit visa if they want to stay longer.
