Ok so the waiting time is now 69 days. Does this mean that the reviewing for sponsorship application will start in 69 days and then they send over the application to the country of the principal applicant? So for example, Beijing takes 4 months it says. Is it 4 months in TOTAL or 4 months beginning after the 69 days?

69 days for sponsor application and then 4 months for Sponsored person's permanent residence application...
69 days time is for the approval for the person sponsoring spouse... i hope you got what i mean...

That is incorrect - the processing times are in calendar days, not working days
