AEO and IELTS

Hi, everyone.
I've got one question about AEO and PR.

I, myself, got it in 2009. When my employer was applying AEO,
I put all of my education and working history along with pretty good Toefl score (similar to IETLS, an Enlish test).

And I got the AEO.

My brother got an emplyer, will apply soon but he doesnt have any kind of English test score.
But he has related education and experience in that field. (but not in Canada)

I know, HRSDC doesnt ask for Ielts for AEO applcation, but generally  in AEO, we dont have to prove the English ability?

Any body got AEO without any Enlgish test result?
