i am not sure but i think it is on the officer to make a decision if u dnt manage to get the 67 required points.
If he/she thinks you are economically benefitting to Canada and that you will be able to integrate the society, then they may award you PR.
However, i am also in the game of waiting, so yeah.
Y dnt u again try to boost your scores, like redo your english and french tests and try and get some additional points for that.
Maybe that will help.
But i reckon you ask PMM. He is a master in this.
cheers

As CHC has sent you the AOR that means they might have considered your score as of 67 or more, otherwise they would have returned your application. So no worries. Now the waiting game begins.
Yea OCANADA's advise is also important. Whenever you think you have gained some scores trhough job experience or french language you update your PR file.

well,in my view accepting the file for processing does not confirm tht the person s going to get 67 points. Also cic accepts cases which r short of points as its a long process n within this period a person can improve his scores by education, experience, language abilities, gaining a relative etc.Yes now may be after the implication of new changes cic ll only accept those application which might be successful in the future n return others BUt Mr.BUTT case was filed 3 yrs back.So in my view he shd try to retake IELTS n improve his band as he s short of 2 points only.As it might be easier instead of TEF or he can improve his education points etc.
