His mean is if your mother die in future and your sister will orphaned then you can directly sponsor you sister , but your mother is live and if you want to sponsor your sister only on PR then its not possible, means you must have to sponsor your mother  and sister both togather.
1) you can not sponsor your sister only on PR when your mother live.
2) if your mother die and your sister is orphaned then you can sponsor your sister directly.
3) when you sponsor your mother and sister lets assume both are get PR and both are in canada but your mother dont like to stay in canada then she can leave canada and your sister can stay with you. in this case your mother lose her PR but your sister will not lose her Pr.

OMM is right.  That is exactly how it works.

You can only sponsor your sister directly if she is under 18 and orphaned.

While the mother is still alive, your only chance to sponsor your sister is to sponsor your mother and sister as a package deal.

Correct Leon, age also play the role for sponsorship. >18years old age you can not sponsor. Age problem with my cousin sister going to sponsor her sister and sponsorship rejected because her age that time was 23years.

There is one chance to sponsor an adult sister and that is under a PNP if you live in MB or SK and you and the sister fulfil other requirements of the PNP.   Your cousin can look into that.

my cousins both are married now 1 in canada and second in the USA so, now no problem , just me left for PR, my home in India is locked. all family members are settled down in USA and Canada only but my sisters are only in the USA, my uncle in Canada so I get points, I am working on H1B and Green Card applied but still no result since last 5years , thats why I aplied for PR canada as backup plan and want to settle down in Canada only because USA is costly even medical inssurance etc cutts lots of money from my salary.

thanks omm..... for making it simple and clear........... btw regarding legal  adoption document formalities , will consulting lawyer be enough ?? any idea how should i go about it............
